Abstract
The normalisation of relations between the US and the People''s Republic of China in 1978 set the stage for burgeoning interest in the economic development of China and for transfers of technology which might provide for such development-and serve the long-term economic interests of both nations. Notwithstanding a high level of interest-as well as interest at high levels-the actual form of co-operation between the two nations is not obvious. The practical difficulties involved in forging institutional links between the US and China become clear in this case as it recounts the story of Chinese interest in the economic development model of the once-agrarian state of Georgia, including a special interest in the developmental role played by the Georgia Institute of Technology. The case details the painstaking negotiations needed to arrange links between China and Georgia Tech in ways that both partners could envision long-term gains.
