Abstract
The newly-elected mayor of a midwestern city receives an invitation to an informal lunch with several top local CEOs. In formulating his agenda for the meeting, he wonders whether he should consider initiating a public-private partnership and whether this luncheon presents the appropriate occasion and group of people to lead that effort. Background on the mayor, the election, the city, and the CEO who extends the invitation provides ample information with which to explore the components of the partnership process.
