The managing director of Siauliai Factory of Nonwoven Fabrics (SFNF) faced problems characteristic of the newly privatized firms emerging from the old Soviet centrally planned economy. The director wanted to write a business plan and a cash flow budget, but operational issues required full-time attention. Quality had to be improved, if a Western alliance was to be negotiated.
