Abstract
James Pierce, formerly an accounting executive in the Evaluation and Audit Division, was appointed director of the District 14 office of the Public Welfare Department of Minnesota. During his tenure, the department initiated a mass restructuring for implementing various state and federal welfare programs. Originally, 'Multi-problem' families were assigned multiple social workers, each of which specializing in a given service. This system was quite ineffective, as resources were often over or under allocated. Under the new system, families were assigned a single social worker, who then reported to their supervisor.
