Abstract

The 1987 intermediate nuclear forces treaty can be called the first true disarmament treaty of the nuclear age for having eliminated both short- and intermediate-range nuclear weapons from western Europe. This case examines the potential risks and benefits for the NATO alliance when Soviet leader Gorbachev makes clear he is serious about a 'second zero', the elimination of shorter-range nuclear weapons. The case follows both the course of the negotiations and explores the strains on an alliance which emerge in negotiations with the highest stakes.
