Abstract
The International Federation of the Red Cross is a federation of humanitarian agencies located almost in every country of the world. Starting in the mid-nineties, they are in a process of strategy re-formulation and organisational change due to the altered panorama. The case provides an example of the challenges an organisation with internal contradictions and paradoxes and external constraints has to face.
