Abstract

This case invites us to analyze the alternatives presented to those responsible for the security of a State when facing a national security crisis, but with national as well as international political implications. In this case, the chief of police in Switzerland must decide if he should arrest the Tinner brothers, members of a very respectable and influential business family. They are accused of being part of an international network of smugglers dealing in nuclear bomb parts. And above all, of being in contact with a terrorist ring interested in buying the parts. The decision is related with the break-up of the international terrorist ring and with the manner in which several of the Security Departments of State are involved and work together (Germany, Switzerland, Great Britain, South Africa, USA, among others).
