Abstract

This simulation is a short (30-minute), two-party, multi-issue negotiation over a public-private partnership deal in Brazil. The fictional simulation, based on a real setting, centres around negotiations in cassio, a municipality in Brazil facing a school shortage. Following a tendering process for a public-private partnership (PPP), Plano Inteligente, a fictional Brazilian construction company, was one of two leading bidders. The Secretary of Education and the Managing Director of Plano Inteligente have had productive discussions, but came to an impasse over the price. In the simulation, students are assigned one of these two roles and have to decide if it is possible to find a way forward. The role-play is designed to introduce students to the dynamics of integrative negotiations, and enable them to identify and use moves for creating value.
