Abstract
Bill Waterman has a decision to make. As CEO of the Great Artesian Basin Authority (GABA) he is making some key managerial appointments. One of them is the position of Chief Operating Officer, a job involving management of the system-wide interactions of parallel authorities across several jurisdictions. He has a short-list of two people for his selection panel to choose from. While both candidates seem very capable, each offers a different skill set and would fit differently with the organisation's structure and culture, which Bill knows will need some reshaping in the short to medium term.
